Important Update – 2026 Finance Act (Article 125)
The Finance Act for 2026, adopted on 2 February 2026, significantly amended the rules applicable to point-of-sale software.
What has changed: The Finance Act for 2025 (Article 43) had abolished self-certification by the publisher and made third-party certification mandatory from 1 September 2026. Article 125 of the 2026 Finance Act reinstates the self-certification mechanism. Publishers may once again self-certify compliance with ISCA requirements in accordance with a DGFiP template. Certification by an accredited body remains possible and recommended for maximum legal certainty.

Current Situation (as of 2 February 2026)
Two options are now accepted to demonstrate the compliance of your POS software:
- Option 1 – Publisher self-certification: the publisher certifies compliance themselves, per the DGFiP template. Valid again following the 2026 Finance Act.
- Option 2 – Official certification: certificate issued by an accredited body (Infocert/AFNOR – NF525, or LNE).
